DPD District 3 Criminal Investigations weekly newsletter.

 District 3 Investigators are still working cases involving Justin Spears and further investigation revealed that he was part of a number of armed robberies throughout the district. This week we charged him with 5 additional counts of Robbery with a Dangerous Weapon, we learned that during one robbery that he shot at the victim so we charged him with 3 counts of Assault with a Deadly Weapon with Intent to Kill, 3 counts of injury to personal property, 3 counts of Second Degree Kidnapping. This investigation is ongoing.


Larry Kirkland

District 3 Investigators arrested Larry Kirkland Jr. for operating a stolen vehicle (stolen from District 3) and running from Durham Police Officer’s after a drive by shooting in District 2 which injured 4 people 3 were bystanders. The vehicle in which Kirkland was driving crashed in front of Duke Hospital and endangered many innocent people. Kirkland was taken into custody after a brief foot chase which totally locked down Duke Hospital and Duke Campus. Kirkland is now in the Durham County Jai under a $500.000.00 bond. The investigation continues by District 2 Investigators.

 We are still experiencing a spike in Motor Vehicle Theft and Motor Vehicle Break-ins. Usually these vehicles are unlocked and items of value are in plain sight. And of the 10 cars that have been stolen none of them were hot wired or had the ignition manipulated.  In fact, most were left running while the victim went back into the house to get something or some have had the keys left in them. We now know that a least one of those stolen cars was used in a drive shooting. Please secure your valuables and lock your car before you leave it. When you got shopping or to a movie at night try to park in well lighted areas, walk with crowds and be safe. Don’t get distracted by your phone and when you get in your car lock it immediately.

 Call us if you see something, some person(s) or some activities that are suspicious. It’s takes all of us working together to abate crime.

Davis Selected to Lead Durham Police Department

DURHAM, N.C. – Durham City Manager Tom Bonfield announced today that he has chosen Cerelyn “CJ” Davis as Durham’s new police chief, and she will start the job June 6, 2016. Davis currently serves as Deputy Chief of the City of Atlanta Police Department.

“I am pleased that Deputy Chief Cerelyn Davis has accepted the offer to lead the Durham Police Department,” Bonfield said. “Deputy Chief Davis, during the course of her 30-year career, has demonstrated a broad array of skills and experience that will serve Durham well at this time. As we know, this is an extremely challenging time for policing, not only in Durham, but also throughout the country. Durham was quite fortunate to have two very strong candidates.”

“I am both appreciative and humbled to have been selected as the City of Durham’s new police chief. I enthusiastically look forward to working with the men and women of the Durham Police Department, to further build a culture of trust and collaboration in partnership with the citizens we serve,” Davis said.

Davis was chosen following a four-month search process that included several community meetings to assess the needs of the community,  intensive screenings, interviews and  background checks for selected candidates, and finally, an April 6 public forum with the two finalists, Davis and Major Michael Smathers of the Charlotte-Mecklenburg Police Department. The field started with 42 applicants.

Davis has served as deputy chief since February 2014, and currently directs the Strategies & Special Projects Division. Her current responsibilities include overseeing new technology within the Police Department, the Atlanta Police Leadership Institute, the Tactical Crime Analysis Unit, Planning and Research, Public Affairs, Inspections, the Retired Officers Program, and all major capital projects.

Over the course of her career with the department, Davis has held the ranks of patrol officer, detective, and sergeant. As a lieutenant, Davis served as the personnel commander, public affairs manager, and executive assistant to the Police Chief. She was also appointed as the commander of the department’s Homeland Security Unit. Additional responsibilities included overseeing the Intelligence and Organized Crime Unit, Gun and Gang Unit, Cyber Crimes Unit, Tactical Equipment Unit, and all satellite investigators assigned to the DEA, FBI, ATF, and the Joint Terrorism Task Force. While serving as the department’s emergency preparedness coordinator, Davis partnered with agencies such as the FBI’s Joint Terrorism Task Force, the U.S. Department of Homeland Security, Anti-Defamation League, local consulates, and the State of Georgia.

Davis has also served as the commander of the Special Enforcement Section, which included Homeland Security, Narcotics, Vice, Licenses and Permits, High Intensity Drug Trafficking Area, Project Safe Neighborhood, Weed and Seed, Human Trafficking, and the now disbanded Red Dog Unit. As a major, Davis served as the commander of the Office of Professional Standards, assistant commander at Hartsfield-Jackson Atlanta International Airport Precinct, project manager for the department’s Community-Oriented Policing Section, and project manager in the Office of the Mayor.

Davis also was one of eight women from across the country recognized in 2008 for their significant contribution to public service by “O” magazine, and was selected from over 3,000 applicants to participate in the “O” Whitehouse Leadership Project.

Davis has a bachelor’s degree in Criminal Justice from Saint Leo University; a master’s degree in General Administration from Central Michigan University; is currently a Northcentral University Doctoral Candidate in Business Administration (pending dissertation completion); and completed the Federal Bureau of Investigation National Academy, 225th Session. After an extensive investigation District 3 Criminal Investigators obtained warrants on Timothy J. Williams for a home invasion that took place at the Level 51 Apartments on Old Chapel Hill Road in which two people were shot on April 11, 2016. The injuries sustained by the victims were not life threatening. Williams was charged with 2 counts of Assault with a Deadly Weapon Inflicting Serious Injuries and 2 counts of Felony Conspiracy he is now being held in the Durham County Jail under a $100,000.00 bond. This investigation is still open and active as we are looking for more suspects.

District 3 Criminal Investigators obtained warrants this week on Justin Spears and charged him with 2 counts of Robbery with a Dangerous Weapon, 2 counts of Second Degree Kidnapping, 2 counts of Felony Conspiracy and 2 counts of Assault by Pointing a Gun. On April 6, 2016, the two victims were getting off work at Rent to Own located in the 1800 Block Chapel Hill Road when they were robbed by Justin Spears and another suspect brandishing firearms and demanding money. Spears was actually seen two nights later in a stolen car. District 3 HEAT Officers attempted to stop that car when Spears and his friends jumped and ran from the car but after a very short foot chase they were taken into custody. Further investigation revealed that Spears was wanted in another county for a violent felony and is now a resident of the Durham County Sheriff as he is being held in the Durham County Jail under a $350,000.00 bond. This case is also active and open.

 We have been experiencing a spike in armed robberies throughout the district. The suspects are always 2 or 3 black males wearing hoodies covering their faces, who look between the ages of 20-25. The descriptions vary. They usually brandish firearms and so far all the victims have been Hispanic and Asian men in a parking lot adjacent to their residences. With that said, please be aware of your surroundings and try to park in well lighted areas in parking lots. When leaving or going back to your car keep your keys in your hands and your finger on that red button as you approach your car. Get into your car quickly and make sure your doors are locked. Do not walk across the parking lot while being distracted by your phone.

 We have also seen a rise in motor vehicle break-ins. In ninety percent of the cases the cars were unlocked and items were in plain view of the suspect.

 Don’t be an easy target. Secure your belongings and lock your car before you leave it.

DPD Scam Alert Post

Greetings,

There is another scam occurring within our communities. A guy will call from (usually 919-475-6545) identifying himself as a Deputy United States Marshal Greene or Grant and he will tell you that you or a family member have missed a court date and there is a charge for giving you another court date and that he can take your payment over the phone by getting your credit card number. He will ask you for your date of birth and address saying that this information is used to verify that he is speaking with the right person. He will even threaten to have you arrested for non-compliance with a court order. THIS IS ALL A SCAM AND THIS UNIDENTIFIED PERSON IS NOT AN EMPLOYEE WITH THE UNITED STATES MARSHAL SERVICE!!!!

 If you are contacted by this guy please send me an email or call me and let me know exactly what he told you.

Upcoming PAC-3 Meeting Notice

PAC 3 Neighbors and Neighborhood Representatives Join us this Saturday, April 09, from 10 am to noon for our monthly PAC3 meeting. The meeting is held at 1309 Halley Street, Durham, NC 27707 (Community Family Life & Recreation Center at Lyon Park.) This meeting provides a wealth of information and is a great forum for citizens to interact the with law enforcement and other Durham City and County departments.  If you have a neighborhood concern, bring it!  If you’ve never been to a PAC 3 meeting, come see what you’re missing! District 3 Investigators obtained warrants on Harold Lyons charging him with Assault with a Deadly Weapon, Assault by Strangulation and Communication of a Threat. Mr. Lyons was involved in an aggravated assault in the 1200 block of Moreland Ave. Lyons confronted the victim for no apparent reason and attempted to strangle the victim by grabbing him around the neck then Lyons began to beat him about the face and body. Lyon then went in the kitchen and got two knives then further assaulted the victim causing very serious injuries. Lyons is still at large, he is considered to be very dangerous and we are definitely looking to introduce ourselves to him and assist him with a change of address. If you see him first, DO NOT attempt to apprehend him…call 911 and tell the communicator where you saw him and what he is wearing.

Gary Allen Glasco 09/07/90

District 3 Investigators obtained warrants on Mr. Gary Allen Glasco charging him with 1 count of Larceny of a Motor Vehicle, 3 counts of Felony Break and Enter a Motor Vehicle and 3 counts of Misdemeanor Larceny. Glasco travels around the city going in unlocked cars and then he steals the valuable located inside. Glasco has been arrested in District 3 and charged with several B&E’s to Motor Vehicles and instead of being put in jail he was put on probation. So he gets out of jail and continues his criminal enterprise. Last week, he was caught by District 3 officers in a stolen Audi, the car was stolen from a subdivision near Southpoint Mall. During the ensuing interview with my investigators Glasco told us that the car was unlocked and the keys were on the seat so naturally he took the car and the items inside. We are sure that there are other victims who have not come forward. We have charged him with four cases so far and this investigation continues. Glasco now resides with the Durham County Sheriff at 219 Magnum Street and is under a $45,000.00 bond.

 Recently, there was a break-in in the county on West Cornwallis Road that may be connected to some of our burglaries. There were at least two black male suspects. The suspects were seen leaving the area in a Green 4 door Chevy (Unknown Model) bearing NC registration CJK 6592. Right now they are just people of interest but keep an eye out for this car. In the West Cornwallis burglary the car was seen parked in a driveway when a neighbor approached and questioned why the suspects were there they took sped off. If you see the car call 911 or give me a call and we will investigate.

Remember secure your valuables and LOCK your car…Don’t be an easy target!

 On 3/22/16 a 2012 Audi A5 was stolen from 17 Saddlewood Ct, off of Woodcroft Pkwy. The vehicle was left unsecured with the keys on the front seat. Information was given out over Durham Police radio communications and shortly afterward District 1 patrol officers (East Durham) initiated a felony stop on that vehicle and Gary Glasco,  was taken into custody. Glasco was transported to Substation 3 where he was interviewed. Glasco also admitted to breaking into several other vehicles in the Woodcroft area the same night. Glasco was charged with 7 counts of B&E to Motor Vehicle, 1 count each of Larceny of Motor Vehicle and Possession of Stolen Motor Vehicle. The investigation is ongoing.  Glasco has a long history of larceny from motor vehicles and was just arrested by my investigators in February for vehicle break-ins on Woodburn. He is on probation and his probation officer has been notified of his current arrest. Mr. Glasco is now a resident of the Sheriff and his new address is 219 S Mangum Street (The Durham County Jail) where he is being held on a $15,000 bond. Glasco looks for unlocked vehicles with valuables in plain sight. He looks for easy targets.

 Please secure your valuable and lock your car before leaving it. Don’t be an easy target.

 Unbelievably, we are still experiencing purse thefts in our local grocery stores and Target stores. The victims have been women who usually place their purses in their grocery carts while shopping. The thieves slowly walk up to a the unsuspecting victim while they are in an aisle and ask the victim to grab an item from a shelf which causes the victim to walk away from the grocery cart. Then they engage the victim in a brief conversation about the item thus totally distracting the victim while the second thief takes the purse and leaves the store. The victim continues shopping and is not aware that she has become a victim until she is standing at the checkout and her purse and credit cards are gone. The problem is the victims are sometimes too embarrassed to report the crime. When this happens there is a delay in tracing the stolen credit cards and videos. So, please keep an eye on your purses while shopping and if you must walk away from your cart…take your purse with you or you can always put your credit cards and money in your pocket and leave your purse in the trunk of your car when you go to the store.

Attempted Break-In at 3011 Oxford Dr. sometime between Friday March 18 and today

This morning (Wednesday March 23), a neighbor was walking her dog on Oxford and noticed that a piece of screen on the front porch at 3011 Oxford was cut and flapping in the wind; around the back of the house, a screen was pulled off the kitchen window.

The owner of the house, who is currently out of town, was notified and the police were called. The owner said the security alarm was not activated and it is functioning correctly.

As a precaution, another neighbor will be parking a dark colored Honda in the driveway at times while the owner is out of town for the next couple of weeks. The screen is expected to be repaired today.

Updates will be provided when available after the police have checked things out.
Please call 911 if you see anything out of the ordinary, day or night.
